why am i putting all this on poor john boehner? a congressman from ohio, from a working family himself. because it's within his power to call before the house of representatives a measure that passed the united states senate last july. we passed on a bipartisan vote a measure to protect all families making less than $250,000 a year from any income tax increase on december 31. sent it over to the house of representatives. in july, and speaker boehner has refused to call this measure that would protect working families, and as a result, if he does nothing, their tax bill will go up $2,200 next year. how do you explain that? it's not only unfair to those families who are working and struggling, it's really not a good thing for this country. all of us know the issue of income and equality, how many working families are falling further and further behind every single year debt ceiling -- every single year despite their best efforts, despite their hard work. we also know many families are looking ahead and wondering how in the world are

house speaker john boehner sent a proposal to the white house yesterday, counterbid as it is being called. what do you think? >> guest: i think it is a great opening start. actually it makes very tangible with the speaker committed to after the election which is we are going to put it on the table so that question is settled and we are not talking about how much and what way, but that is an enormous step forward honestly by the republicans or concessions. not something we want to do but something we recognize we have to do to get there. so i think the speaker's proposal directs us to words what some of the problems are which are entitlement spending. that is what is driving the debt and we can't pussyfoot around it. we can't solve it with just revenue, you have to have reform. while we like the ryan budget and i think i would be the appropriate way to go, they picked up elements of some of the proposals of ernst and bowles and as senator simpson made in an effort to reach awards. so i think the speaker needs to get a lot of credit for effort and opening position on what will hopefully be

boehner spoke wednesday evening and the fact that neither side is leaking anything about that call you can read any way you want. if you are an optimist you might say they are trying to get back on track, they know if they leak each other's conversations that is no good. but it is impossible to say. there are only two people participating in this negotiation and if they choose not to let the information out wisely, a lot of it is speculation. >> host: if there is the end goal, how quickly -- what is that end goal and how quickly could be brought to a vote in the house and senate? >> the goal as it has been consistently described which is to come up with this down payment of some kind of savings for revenues which would be enough to get us past the fiscal cliff, use automatic spending cuts to make sure taxes don't go up, at least on the great majority and then figure out what to do about the upper brackets, and if that is -- that would be a mechanism that would guarantee further action next year and as is very well possible they would disagree next year and there would be some sort of t

can john boehner cut a deal without eric cantor and paul ryan? >> well i have a pretty good understanding of the house, but i'm always wondering into leadership politics. just to broaden the question a little bit, i think the question is whether or not the speaker is going to be able to bring a good part of his caucus, and that will require a united leadership team. >> just to interrupt, and talking short-term. >> i understand and i think that is going to be a requirement. i think one of the decisions that the speaker will have to make is whether he is prepared to put a bill in agreement on the floor of the house that by not have the majority of republicans in the house to support. that is one of the questions, because senator corker points out that there are a number of ways to say yes on this but it's not clear in my mind whether there is a way that necessarily brings the majority of the house republicans. not that we can't get a majority in the house but the hastert rule after speaker hastert you have to have half the republicans the matter wh

i only hope my friend, john boehner, is listening. the presiding officer: the republican leader is recognized. mr. mcconnell: i suggest the absence of a quorum. the presiding officer: the clerk will call the roll. quorum call: mr. mcconnell: mr. president? the presiding officer: the republican leader is recognized. mr. mcconnell: i ask consent that further proceedings under the quorum call be dispensed with. the presiding officer: without objection. mr. mcconnell: yesterday afternoon came to the floor and offered president obama's proposal on the fiscal cliff to show that neither he nor democrats in congress are acting in good faith in these negotiations. with just a few weeks to go before a potentially devastating and entirely avoidable blow to the economy, the president proposed a plan that members of his own party won't even vote for. so i think it's safe to say at this point that the president actually isn't interested in a balanced agreement, he's not particularly interested in avoiding the fiscal cliff, and he's clearly not inte
